ICR was founded and is headed by Eduardo A. Gamarra, the former director of the Latin American and Caribbean Center, at Florida International University. For three decades he has served as tenured professor in the Department of Political Science within the School of International and Public Affairs at the same university. Gamarra, who obtained his Ph.D. from the University of Pittsburgh, has published twelve books and over 100 scholarly articles. He currently also serves as Director of FIU’s Latino Public Opinion Forum. As consultant to heads of state, ministers, candidates for political office, and major corporations throughout the Americas, he has designed strategic communication strategies, public policy programs and conducted market and public opinion polls in nearly every country of the region.
Gamarra’s extensive credentials include:
- Publishing eleven books and nearly 100 scholarly articles.
- Testifying several times in the US Congress.
- Writing a weekly column for EFE, the Spanish News Agenc
- Advising on issues ranging from foreign policy, strategic communications, campaign strategy, policymaking in most countries in the Americas such as the United States, Argentina, Mexico, Colombia, Peru, Dominican Republic, Haiti and throughout Central America.
